Recognition of License Plate Numbers using Connected Component Analysis

Abstract
Image processing Techniques coupled with Connected Component Analysis (CCA) and Genetic Algorithm (GA) are used for detecting license plate numbers from an image containing it. The license plates detection stage is the most critical step in the automatic license plate identification system. Many researchers have been done to overcome all the challenges to detect the objects, but no general method is best suitable for detection of license plates models from different countries or places. This is because each country has different plate style and design. In the existing system, for Vehicle License Plate Detection (VLPD) the fixed parameters have been used for the size of the plate’s area. In the case of scale invariant license number plate image, it is not possible to detect by using Genetic Algorithm. In the proposed system to detect the license plate symbols without using any information associate with the plates outer shape or color distortion either physically or due to capturing objects, such as poor lighting areas, shadows, and camera position(Scale Invariant). To search for the candidate objects and to allow for tolerance in the localization process, a new genetic algorithm and Connected Component Analysis (CCA) has been designed with a new flexible fitness function.
